1. Participation Criteria

1a. All matches shall be played to EBBA Rules and the League will be governed by EBBA rules and regulations, unless modified below by the League to suit conditions.

1b. It is accepted that the facilities and resources available to some clubs may not fully meet the requirements of these rules. Such circumstances should be immediately notified to the League Secretary. Any club which, in the opinion of the committee, has not made all reasonable effort to comply, will be liable to a penalty.

1c. Except where otherwise specified below, the penalty for failure to comply with any rule shall be:
- for the first occurance, a fine of two pounds;
- for any re-occurance, a fine of five pounds and the loss of two league points.
The committee shall have discretion to waive or vary any such penalties where, in its opinion, particular circumstances so warrant. Any persistent infraction of the rules may result in the suspension or expulsion of the club or individual(s) concerned.

1d. Application for membership shall be made on the official entry form and must be received with the full due fee, by the closing date thereon. The Committee may, at its absolute discretion, accept late entries from new teams prior to the start of the season.

1e. League Points will be awarded on the following basis:
- five points for a game played and won, or awarded by forfeit;
- two points for a game played and lost;
- no points for a game lost by forfeit.
No points shall be awarded for any game declared void by the Committee, whether or not such a game has been played.


2. Sportsmanship

2a. All clubs and individuals shall at all times and in all matters pertaining to the League, conduct themselves according to the spirit of the game of basketball. Any club or individual who, in the opinion of the Committee, seeks to gain any advantage not intended by these rules, shall be liable to such penalty as the Committee may determine; which may include the suspension or expulsion of the club or individual concerned.


3. Registration

3a. All clubs must be affiliated to the EBBA and ALL players, coaches, table officials and bench personnel must be registered, and Clubs alone are responsible for ensuring that all participants are registered. This is an absolute requirement for insurance purposes and non-compliance cannot be allowed.

3b. Clubs and individuals must be registered prior to their first game, or before September 30th, whichever shall be sooner. (Recognised educational establishments may, at the discretion of the Committee, extend this date to October 31st) Any player joining during the season must be registered before playing in a League match, and compliance in this is, again, the sole responsibility of the club.

3c. Registration numbers must appear on all scoresheets and ALL registration documents shall be available for inspection by the Match Officials at any time.

3d. If a team does not provide a registration number for any player(s), the scorer shall record this fact by inscribing the word 'none' in the relevant space(s).

3e. Any team found to have played an unregistered player shall, without exception, forfeit the game(s) concerned. If in the opinion of the Executive Committee, this was done knowingly, the club shall be liable to a further penalty, which may include suspension or expulsion from the League.

3f. No new players may be registered after January 31st in any season.

3g. A player is deemed to be registered when a correctly completed registration form and the appropriate fee have been received by the Area Registrar.

3h. Each player must also obtain a League Licence from the League Registrar, endorsed by the registrar for the club/team and for the current season (see also rule 5b). All League licences must be available for inspection by the officials before and during any game.


4. Eligibility of Players

4a. No team may play more than two foreign players in any game, a foreign player being a player having the nationality of a country other than those of the European Union.

4b. Ladies may play for mens' teams but men may not play for Ladies' teams.

4c. No player may play for more than one club, subject to transfer regulations below.

4d. Clubs with more than one team must, before the start of the season, name one third of their players (rounded-up) for their first team. Such players must be active and considered to be the best players and at least five of these players must participate in any game.

4e. If name player shall cease playing for that club, a replacement player must be immediately nominated.

4f. An unlisted player may play for either team; however, the Committee shall have the right to impose amendments to the First Team list based on players' appearances and performance.

4g. Any club having more than two teams shall name an equivalent number of second team players and the foregoing rules shall also apply to that team.

4h. Match officials or the Executive Committee shall have the power to require documentary proof of a player's identity or eligibility under the provisions of Rule 4, and any team found to have infringed any such provisions shall without exception, forfeit any game(s) in which this has occurred. If, in the opinion of the Committee, the infringement was knowingly committed, the offending team shall be liable to a further penalty, which may include suspension or expulsion from the League.


5. Transfers

5a. A player may only transfer between clubs at his or her own request. Any approach by a club or any party connected there with to obtain the services of another club's player(s) shall be deemed as Unsportsmanlike under Rule 2 above.

5b. Any player wishing to transfer must inform the League Secretary in writing, enclosing a letter of consent to the transfer from his previous club, and send his League Licence to the League Registrar for endorsement for the new club; and may not represent the new club before doing so.

5c. No player may transfer after January 31st in any season, i.e. the documentation referred to at 5b above must be received by the League Secretary on or before that date.


6. Home Team Responsibilities

The home team shall:

6a. Confirm any fixture with the opponents not less than 72 hours before the scheduled tip-off time.

6b. Provide a suitable Match Ball, competent Table officials, timing device, scorebook and foul markers. These are minimum requirements and clubs should endeavour also to provide sounding devices and visual timer and scoreboard.

6c. Permit an observer from the visiting team to sit at the scorers table, if requested.

6d. Change their playing uniform in the event of a colour clash.

6e. Despatch the Organisers Copy of the Scoresheet to the League Secretary within 24hrs of the game.


7. Referees

7a. Each club shall include in its membership at least one active, qualified referee. Any club unable to comply with this shall send at least one candidate to the next referees' course to be held in the county.

7b. For each game, each club shall appoint one neutral, qualified match official. The penalty for failure to do so shall be; on the first occasion, a fine of £5; for any subsequent occasion, a fine of £10 and the loss of two league points.

7c. If a club's appointed official does not attend a game, the club concerned must notify the League Secretary in writing, within 48 hours of the scheduled tip-off time.

7d. If a referee fails to attend, a suitable neutral replacement should be sought at the venue. Failing this, the match may proceed if an official agrees to referee on his or her own. In this case the referee shall note the fact on the scoresheet and state by which club he was appointed.

7e. Referees will be paid according to the scale published in the League Handbook for the season. The total refereeing costs will be equally shared by both teams and the referees shall be paid before the start of the game.

7f. No referee shall officiate more than 5 consecutive games for the same club, unless exceptional circumstances apply, and with the consent of the League Secretary.


8. Fixtures

8a. Fixtures shall be played at the date, time and venue given in the League Handbook.

8b. Fixtures may only be rearranged with the agreement of the League Secretary and the opponents. Any team wishing to rearrange a fixture shall firstly contact the League Secretary, giving good reason why the fixture should not be played as shceduled ; if the League Secretary agrees to the rearrangement, immediatly contact the opponents, offereing at least two alternative dates and having agreed rearrangement, immediatly notify the League Secretary in writing of the new date.

8c. A fixture may not be rearranged more than once at the request of the same team.

8d. Unless exceptional circumstances prevail, no rearrangement may be requested less than 72 hours before the scheduled tip-off time.

8e. All parties shall abide by rule 2 above in the matter of rearranged fixtures. The executive committee shall decide in the event of any dispute.

8f. Any club failing to fufil a fixture may be liable, at the discretion of the Committee, to reimberse the opponents for any costs incurred. Any claim for such costs, which must be specific to the fixture, shall be submitted in the first instance to the League secretary.

8g. For the purpose of this League, forfeit time shall be TEN MINUTES after the scheduled tip-off time. Any extension to this shall be at the discretion of the opponents and the Match Officials.

8h. All fixtures must be completed by March 31st. Extensions to this date may only be granted on application to the League Secretary.


9. Protests and Disputes

9a. A team protesting the result of a League game shall sign the Protest box on the scoresheet and, within 48hours shall be foward written details of the protest to the League Secretary. Failure to do this shall invalidate the protest. The Committee shall consider the protest at its next meeting and forward its decision to both clubs within 48 hours thereof.

9b. The Executive Committee is the proper and sole authority in the event of any dispute or grievance appertaining to the League, subject only to 9c below. Any club or individual seeking to pursue any dispute or grievance through any other agency shall be deemed to be in breach of rule 2 above. Any grievance whatever must in the first instance be submitted in writing to the League Secretary.

9c. Any decision of the league Executive Committee may be appealed to the Norfolk Basketball Association, following the procedures laid down by that Association.


10. General Provisions

10a. All teams shall wear appropriate, numbered basketball kit. Cycle shorts may be worn beneath playing shorts provided that they match the predominant colour of those shorts. T-shirts may only be worn beneath vests for genuine medical reasons and with the consent of the match officials, and should match the predominant colour of the vest.

10b. It is the responsibilty of Clubs to ensure that their particulars as published in the Handbook are correct and to bring any errors or ommissions immediately to the attention of the League Secretary. Any changes to these particulars must also be immediately notified to the League Secretary. If any such change follows the pre-season meeting, the club concerned will be liable to an administration fee of £5.00.

10c. The League Press Officer is the proper officer for the release of information on League matters to the media and no other person shall so dispense such information without the express permission of the Executive Committee.

10d. Any dunking of the ball, where specifically prohibited by the venue management, constitutes a Technical foul and shall be administered as such at any time when the court is under the officials control. Any persistant infraction should be reported to the Executive Committee, and shall be liable to further penalty.

10e. Any fine imposed by the Executive Committee must be paid within 21 days of the date on the notification, on liability of a further penalty.

10f. The executive committee has the power to act on any matters not specifically covered by these rules and to set them aside in exceptional circumstances.
