A new requirement for this season is for all players to hold a Norfolk League Licence, in addition to being registered with the EBBA. The League licence will bear a photograph of the holder and show his/her club and, if appropriate, team(i.e. if a nominated first team player).
Such licences for local Leagues have been EBBA recommended practice for some years. We live, regrettably, in an increasingly litigious society in which compensation claims have become a growth industry. In parallel with this risk assessment and preventive best practise have become prerequisites in every aspect of life. In the interests of itself, its member clubs and individuals, the League must be seen to take every possible precaution to safeguard all participants, including third parties (e.g. spectators). In this context, it would be negligent of the League not to implement a recommendation by the National Governing Body which effectively precludes the possibility of an unregistered (and therfore uninsured) player participating - however slight the risk. The League therefore expects the full co-operation of clubs and players in implementing this scheme.
Implementation
1. Players will firstly need to be registered with the EBBA in the usual way.
2. The club will then send to the League registrar a copy of the registration form(s) as returned by the Area registrar, plus, for each player:
- a passport-size photo, identified on the reverse with the player's name and EBBA licence number;
- Proof of identity (see below)
- a fee of £1.00 per player.
3. The League Registrar will then return the completed League Licences to the club.
Suitable forms of ID are Passport, Photographic driving licence, Service or Student ID. This is not exclusive and the Registrar will advise as to the acceptability of other forms of ID which may be offered by individuals. Photocopies of suitable ID are acceptable, provided that any photgraph thereon is clearly recognisable.
Please note that the licences will be endorsable for future seasons, therefore once 'up and running', the procedure will be simpler for most clubs and players in the future.
League Requirements
Rule 3h. ' All League Licences must be available for inspection by the officials before and during any game.' Note that this is in addition to the EBBA requirement for EBBA licences to be available. It is suggested that Clubs retain all their players' league licences to preclude players losing or forgetting them. OFFICIALS should note that whilst they may know many regular players by sight, they must satisfy themselves as to the identity of every player in the game.
Rule 5b. 'Any player wishing to transfer must......... send his League Licence to the League Registrar for endorsement for the new club; and may not represent the new club before doing so.'
